WLN CWJV is looking to hire a qualified professional for the following position: Position: Chief Quantity Surveyor (Chief QS) Project: Riyadh Metro Line 2 Extension Location: Riyadh, Saudi Arabia Reporting To: Lead QS / Project Control Manager Job Purpose: To lead the commercial and cost management function for the project, ensuring accurate measurement, valuation and certification of works, effective cost control and timely resolution of contractual and commercial matters in line with contract terms and company procedures. Key Responsibilities: - Lead and manage the Quantity Surveying team across all project sites and packages ensuring consistent commercial practices - Oversee preparation and submission of monthly interim payment applications and certificates to the client and consultant - Review and verify measurement of works executed against BOQ and contract drawings for subcontractors and main contract billing - Manage cost control processes including budgeting, cost forecasting, cost value reconciliation (CVR) and variance analysis against project budget - Lead preparation, evaluation and negotiation of variation orders, claims and change requests with client and consultant - Oversee subcontractor commercial management including tendering, contract award, interim payments, final accounts and dispute resolution - Ensure accurate final account preparation and close-out for subcontracts and main contract packages - Monitor and control cash flow forecasts in coordination with Planning and Finance departments - Identify commercial risks and opportunities and advise Project Director and Commercial Manager on mitigation strategies - Ensure compliance with contract conditions (FIDIC or client-specific forms), local regulations and company commercial policies - Liaise with client's QS and commercial team and consultants to resolve measurement and valuation disputes - Support tendering and estimation teams with historical cost data and benchmarking for future bids - Review and approve procurement cost estimates, rate analysis and material reconciliation reports - Ensure proper documentation and record-keeping to support claims, EOT and dispute resolution - Mentor and develop junior QS staff ensuring skill development and succession planning within the team - Prepare periodic commercial and cost reports for senior management and JV partner (L&T) review Qualifications & Experience: - Bachelor's degree in Quantity Surveying, Civil Engineering or Construction Management (Master's degree preferred) - Professional membership such as RICS, MRICS or equivalent is highly desirable - Minimum 15 to 18 years of relevant experience in quantity surveying and commercial management with at least 5 years in a leadership role - Prior experience on large-scale infrastructure, metro or tunneling projects is mandatory - Strong knowledge of FIDIC contract conditions and international measurement standards (POMI, CESMM, etc.) - Middle East / GCC experience is strongly preferred; Saudi Arabia experience is a plus Key Skills: - Strong commercial acumen and contract management expertise - Advanced proficiency in cost control software (CostX, Candy or similar) and MS Excel - Excellent negotiation, analytical and stakeholder management skills - Strong leadership skills to manage multidisciplinary QS teams across large infrastructure packages - Ability to work under pressure and manage multiple stakeholders including client, consultant, JV partner and subcontractors
